This bill establishes the Colorado Domestic Exchange Program, managed by the Colorado Department of Education (department), to facilitate a two-week exchange program for high school seniors the summer after graduation, where students spend one week in another state and one week hosting students from another state in their hometowns, with all program costs covered for participants. The program is contingent on the department receiving $45,000 in gifts, grants, or donations by June 30, 2027, and requires the department to contract with a coordinating entity, a public or private organization experienced in national domestic youth exchanges, to manage the program's operations, including student recruitment, selection, and support, as well as fund distribution and safety policies. The State Board of Education will oversee the program, and the coordinating entity will report on its progress annually.
