This bill expands eligibility for state economic development grants and loans, particularly those related to the semiconductor industry, by allowing businesses that qualify for federal financial assistance under the CHIPS Act (Creating Helpful Incentives to Produce Semiconductors) but haven't applied for it to receive state funding. It also broadens the definition of a "covered entity" to include a wider range of private and public organizations involved in semiconductor-related fabrication, assembly, testing, packaging, production, or research and development, as well as those involved with materials or equipment for these "targeted industries" (industries identified by the state as offering significant growth and prosperity). The bill also renames the Oregon CHIPS Fund to the "Oregon Fostering Innovation Strength at Home and CHIPS Fund" and makes several technical amendments to existing laws regarding grant applications, reporting requirements, and the repeal dates of related provisions, while also appropriating $4 million from the General Fund and allocating $6 million from the Administrative Services Economic Development Fund to this renamed fund.
