AI Summary
This bill, relating to administrative rules, aims to provide regulated entities with more time to understand and comply with new regulations by changing the effective date of certain rules. Specifically, for agencies like the Environmental Quality Commission, the Oregon Transportation Commission, and others listed, any permanent rule that creates or modifies compliance requirements will now take effect no earlier than 28 days after it is officially filed with the Secretary of State, a change from the current practice where rules often become effective immediately. Additionally, these agencies will be required to provide more extensive notice of their intended rule changes, including publishing them in a bulletin at least 21 days prior to filing, notifying those who have requested notice at least 28 days in advance, and sending email notifications at least 49 days before filing. The bill also mandates that these agencies make contact information available on their websites for questions regarding their adopted, amended, or repealed rules, with these new provisions generally applying to rules with an effective date on or after January 1, 2027, or for which notice of intended action is given on or after the bill's effective date, which is 91 days after the legislative session adjourns.
