This bill amends how state aid is calculated for general and special education funding by adjusting several key definitions and formulas. Notably, it changes the "index factor" used to adjust future costs, such as target teacher salaries and special education allocations, to be the greater of the consumer price index change or three percent, rather than the lesser. It also modifies how "local need" is calculated for general education by including amounts set aside for technology, statewide student assessments, sparse school district benefits, and career and technical education. For special education, the bill updates the "index factor" similarly and revises the calculation of "local need" to incorporate amounts for extraordinary expenses and the South Dakota School for the Blind and Visually Impaired. Additionally, it alters the distribution of wind energy tax revenue for school districts, phasing in a reduction in the percentage retained by the district over nine years for wind farms that began producing power after June 30, 2016.
