This bill establishes the Blue Economy Task Force, comprised of at least 13 members appointed by legislative leaders to represent various sectors including research, business, fisheries, tourism, environmental organizations, labor, and tribal governments, along with the chair of the Ocean Policy Advisory Council. This task force is directed to study Oregon's "blue economy," which refers to economic activities related to the ocean and coastal resources, and to submit a comprehensive report by September 15, 2027, detailing sectors, existing strategies, and opportunities for sustainable growth while protecting coastal ecosystems, including recommendations for policy, investment, workforce development, research, and regulatory coordination. Additionally, the bill authorizes the Oregon Ocean Science Trust, an organization focused on ocean science, to create and operate a nonprofit entity that can receive federal tax exemption, enabling it to further its mission. The Blue Economy Task Force will be dissolved on December 31, 2027, and the bill takes effect 91 days after the legislative session concludes.
