This bill appropriates $101 from the general fund to the Department of Public Safety to provide grants to nonprofit organizations that primarily assist children who have been abused or neglected, victims of domestic violence, victims of sexual assault, or victims of commercial sexual exploitation or sexual trafficking. The Department of Public Safety will accept applications annually between July 1st and August 31st, and grants can be used for emergency and transitional services like food, lodging, and transportation, services provided by licensed counselors, support for a 24/7 crisis line, case management, training or employment of sexual assault nurse examiners, and services through child advocacy centers, with a priority given to organizations that have actively sought other funding. Grants cannot be used for new programs or legal services, and recipients must submit annual reports on services provided and the number of unique recipients. The Department of Public Safety can use some of the appropriated funds for administrative costs, and any unspent or unobligated funds will revert according to state procedures, with the Act taking effect on June 30, 2026.
