This bill, relating to landlord disclosure of confidential information, adds a new section to Oregon Revised Statutes (ORS) chapter 90 that defines "confidential information" to include a wide range of personal data such as date of birth, Social Security numbers, phone numbers, email addresses, financial details, employment information, immigration status, protected class membership, records related to tenant rights, and medical or disability records. Landlords are prohibited from disclosing this confidential information about tenants, former tenants, or applicants, or their household members, unless they obtain separate written consent, are legally required to do so by a court order or judicial warrant or subpoena (but not administrative ones), need to communicate with specific parties for affordable housing compliance, are conducting background or credit checks for applicant screening, need to share contact information for repairs or utilities, are responding to a potential landlord's reference request, or require the information for their own insurance claims, collection matters, or legal actions. If a landlord knowingly violates these provisions, the affected individual can recover an amount equal to twice the monthly rent of the tenancy or prospective tenancy, and the bill specifies an effective date based on the adjournment of the legislative session.
