This bill establishes a Liaison for Postsecondary Education for Homeless Pupils within the Department of Higher Education and Workforce Development, creating a dedicated fund for this purpose. The Liaison, appointed by the governor for a four-year term, must be knowledgeable about issues affecting homeless pupils, including federal laws like the McKinney-Vento Homeless Assistance Act, and have no conflicts of interest with organizations serving this population. The Liaison's responsibilities, subject to available funding, include analyzing the needs of homeless pupils, tracking their graduation and retention rates, developing college and career readiness models, collaborating with high schools and higher education institutions to connect pupils with support services like financial aid, housing, and mentoring, and raising awareness among educational staff. The Liaison can also employ staff, purchase equipment, secure office space, and seek grants to implement these duties. "Homeless pupils" is defined to include individuals meeting the federal definitions of "homeless children and youths" and "unaccompanied youth."
