This bill defines "nonpublic school" for the purposes of the state's education laws, meaning an institution or entity not overseen by a publicly elected school board, which instructs children of compulsory school age (as defined by state law) in at least basic math and English, with English instruction aimed at mastery. Such schools can limit enrollment, charge tuition, receive certain government grants or subsidies, and accept services from public school districts, but they do not receive tax revenue based on territory and are ineligible for state aid distributed under chapter 13-13. While nonpublic schools can be accredited by the Department of Education or other recognized agencies, this is not mandatory, and teachers in non-accredited nonpublic schools are not required to be certified.
