This bill expands the City of Woodburn's urban growth boundary, which is a designated area for urban development to prevent sprawl and protect rural land. Specifically, it adds land south of Crosby Road Northeast, west of Boones Ferry Road Northeast, north of the city's current boundary, and east of a specific Marion County taxlot to Woodburn's urban growth boundary. This newly added land will be designated for "Medium Density Residential" and "Nodal Development Overlay" in the city's comprehensive plan, which outlines future land use. Marion County is required to cooperate with the city to implement these changes, including amending its own comprehensive plan. Before any development can occur on this land, Woodburn must annex it and adopt a master plan that mandates at least 600 residential units, with 30% of those units subject to affordability restrictions for a minimum of 60 years, meaning they must be available for rent or purchase by households earning 80% or less (for rent) or 130% or less (for purchase) of the area median income. The bill takes effect 91 days after the legislative session concludes.
