Key provisions include modifying how hospitals screen patients for financial assistance, exempting certain home health agencies from Medicare requirements, and changing how the Department of Human Services publishes data on residential care facilities. It also adjusts licensing requirements for residential care facility administrators, allows individuals in correctional facilities to receive prerelease medical assistance, and removes prior authorization requirements for certain repairs to complex rehabilitation technology. The bill modifies the Health Evidence Review Commission's meeting procedures and the composition of the Medicaid Advisory Committee, while also altering eligibility for parent providers of attendant care services. It ensures oral health providers can inform consumers about their choices and allows out-of-state dentistry students to practice under supervision. Furthermore, it mandates insurance coverage for medically necessary anesthesia services regardless of duration, establishes rules for dental insurers regarding claim payments and denials, and requires the development of a policy for assessing the impact of insurance coverage mandates. The bill also removes the requirement for insurers or coordinated care organizations to assign primary care providers in certain situations, specifies exemptions for pharmacy services administrative organizations from registering as third-party administrators, and designates the Governor's role in selecting the chairperson of the Prescription Drug Affordability Board. Additionally, it permits occupational therapists and physical therapists to provide psilocybin services, allows naturopathic physicians to prescribe durable medical equipment and admit patients to hospitals, and lowers the age for retired naturopathic physician licenses. Finally, it includes nurse practitioners and physician associates in the definition of "attending physician" for workers' compensation claims and declares an emergency, making the bill effective immediately upon passage.
