This bill requires behavioral health employers, which are entities contracting with the Oregon Health Authority to provide services like residential treatment, sobering facilities, or crisis intervention teams, to develop and implement a written safety policy or plan for the physical safety of their employees. This plan must specifically address the safety of "lone workers," meaning employees who work without a colleague nearby or close supervision, and also cover the safety of the "built environment," which refers to the physical locations where work is performed, including how workers can report structural security hazards and the timeframe for the employer's response. Additionally, the policy must inform workers about required safety training, including when new workers receive it and how often renewal training is provided, and it must be tailored to the employer's specific situation and easily accessible to staff. The requirements will apply to employers with existing contracts upon the first renewal, extension, or amendment after their contract expires, and to new contractors on the date they first enter into a contract, with the entire act taking effect on July 1, 2027.
