This bill amends West Virginia law to allow individuals to designate beneficiaries for their property who will receive it automatically upon the owner's death through a "transfer on death deed," and importantly, it now explicitly permits someone acting under a "power of attorney" (a legal document granting someone authority to act on another's behalf) or a "conservator" (a person appointed by a court to manage the financial affairs of someone unable to do so themselves) to sign such a transfer on death deed on behalf of the property owner.
