This bill renames the Alabama Space Authority to the Alabama Aerospace and Defense Authority, effective October 1, 2026, and expands its membership to include representatives from various state universities, government departments like Commerce, Economic and Community Affairs, and Transportation, as well as five industry-selected members appointed by the Governor, Speaker of the House, and President Pro Tempore of the Senate, plus the CEO of the U.S. Space and Rocket Center Commission as a non-voting member. The authority's duties and powers are also significantly increased to encourage aerospace education and training, promote new space technologies and tourism, sponsor conferences, foster entrepreneurship through venture capital and public-private partnerships, propose economic development initiatives like tax credits and incubator programs, study the feasibility of a federally licensed spaceport, support research and education centers, and work with other agencies to promote the benefits of space exploration and Alabama's contributions to the space program, with the ability to acquire property, lease facilities, adopt bylaws and policies approved by the Alabama Department of Economic and Community Affairs (ADECA), enter into contracts, and accept gifts and grants.
