AI Summary

This bill aims to clarify and strengthen agricultural regulations and support in Vermont by, among other things, preventing municipalities from regulating agricultural activities already covered by the Required Agricultural Practices Rule, a set of standards designed to protect water quality and manage agricultural waste. It also introduces tax exemptions for certain farmers and agricultural property sales, and establishes a "farm kitchen operation" as a new category for food processing. Additionally, the bill allows milk producers to request administrative hearings for purchasing disputes, enables the Agency of Agriculture, Food and Markets to use contracts in addition to grants for the Farm-to-School program, and repeals the defunct Interstate Pest Control Compact. It also updates pesticide applicator exam requirements, aligns seed laws with common standards, and transfers the administration of the Vermont Agricultural Credit Program to the Vermont Economic Development Authority (VEDA).
