This bill prohibits the state of Arizona, its agencies, cities, towns, counties, and political subdivisions from exposing minors to sexually explicit materials, and requires them to ensure their contractors also do not expose minors to such materials. It also forbids the use of government-owned, leased, or managed facilities or property for filming or facilitating sexually explicit acts. Violating these provisions with criminal negligence is classified as a class 5 felony. Furthermore, the bill mandates that any individual hired as an employee or independent contractor by these government entities after the bill's effective date must sign a form acknowledging they have read and understood the new section. This prohibition does not apply to court proceedings where a minor has a legal right or obligation to be present. The bill defines "sexual conduct" as acts like masturbation or intercourse, "sexual excitement" as arousal, and "sexually explicit materials" as content depicting sexual conduct, sexual excitement, or ultimate sexual acts, which are further defined to include various sexual intercourse and oral sex acts, as well as bestiality.
