This bill appropriates funds for various state agencies for the fiscal year ending September 30, 2026, including over $1.2 million to the State Personnel Department from the Personnel Fund, $34 million in federal funds from the American Rescue Plan Act - Small Business Credit Initiative Fund to the Department of Finance for potential delegation to the Alabama Innovation Corporation or other designated entities, $588,612 from the Federal Stimulus Fund to the Alabama Medicaid Agency, $16 million from the Alabama Energy Infrastructure Fund and $50 million from the Strategic Energy Infrastructure Development Fund to the State Industrial Development Authority, and a total of over $13 million from various funds to the Unified Judicial System for salaries, personnel costs, and general operations, with specific allowances for spending on salaries and personnel costs for funds from the Administrative Office of Courts Federal and Local Funds Fund, Court Automation Fund, Advanced Technology and Data Exchange Fund, and State Judicial Administration Fund. Additionally, the bill transfers up to $22.1 million from the Refundable Tax Credit Fund and $13 million from the Real Property Management Fund to the Legislative Council Fund, which then appropriates up to $35.1 million for construction and related expenses for the new State House. The Alabama Alcoholic Beverage Control Board receives $1 million from the Vaping and Licensing Enforcement Fund and up to $1 million from the Consumable Hemp Product Compliance Fund, while the Geological Survey receives $50,000 from the Geological Survey Library Revolving Fund. The Alabama Department of Transportation receives substantial appropriations of $387.5 million from the Public Road and Bridge Fund and $200 million from the Rebuild Alabama Fund, and an amendment to the General Appropriations Act increases the appropriation for public highway and bridge debt service by over $59 million and allows for an annual contribution to the Alabama Transportation Infrastructure Bank. Finally, any unexpended appropriations from this act that revert at the end of fiscal year 2026 are reappropriated for the following fiscal year, and the act becomes effective immediately upon becoming law.
