This bill, the Greenhouse Gas Emissions Study Amendment Act of 2026, mandates that the District Department of Energy and the Environment (DOEE) solicit proposals and award a $200,000 grant to an organization with expertise in attribution science to conduct a comprehensive study. This study will assess the total costs of greenhouse gas emissions in the District between 1995 and 2024, examining their impact on public health, natural resources, biodiversity, agriculture, economic development, flood preparedness, safety, and housing, and will also calculate incurred and projected costs for adaptation and disaster recovery related to intensifying extreme weather. Furthermore, the study will include an economic analysis to determine if fossil fuel companies that have emitted over 1 billion tons of greenhouse gases globally during the specified period and have a sufficient connection to the District should compensate it for these adaptation and recovery costs. The findings will be compiled into a report submitted to the Mayor and the relevant Council committee, with the grant recipient potentially appearing before the committee to present the study's results.
