Bill Summary

To create the Artificial Intelligence Study Commission to study and make recommendations regarding the use of artificial intelligence in state and local government.

AI Summary

This bill establishes the Artificial Intelligence Study Commission, a group tasked with examining how artificial intelligence (AI), which refers to computer systems designed to perform tasks that typically require human intelligence, is currently used by state and local governments. The commission will review existing government approaches to overseeing and regulating AI and, by December 31, 2028, must submit a report to state leadership detailing its findings on government AI use and proposing a comprehensive framework for its regulation within the state. The commission will also have the ability to hold hearings on pending legislation and offer recommendations to lawmakers. Its membership will be diverse, including state officials like the Chief Information Officer and Director of Commerce (who will co-chair), appointees with expertise in AI from the private sector, higher education, and critical infrastructure, representatives from public safety, K-12 education, workforce development, consumer interests, local government, and the Department of Agriculture, as well as four members of the General Assembly. Members will serve without pay, and the commission will be dissolved on January 1, 2029.
