This bill amends existing South Dakota law to revise the criteria for loans from the South Dakota Housing Infrastructure Fund, which is managed by the South Dakota Housing Development Authority (Authority). Specifically, it modifies the definition of "housing infrastructure" to include the installation, replacement, upgrade, or improvement of public infrastructure that supports housing projects, and clarifies that "public infrastructure" encompasses various components like roads, water and sewer systems, and streetlights, as well as site preparation and land acquisition for housing. The bill also adjusts the loan provisions by allowing the Authority to lend up to one-half of the total cost of a housing infrastructure project and permits the Authority to use up to one percent of the loan's principal amount to cover its administrative expenses related to the loan.
