AI Summary

This bill mandates that all public school districts in Illinois that include elementary grades must provide age-appropriate active-transportation safety training to students in kindergarten through 8th grade, with "active transportation" defined as non-motorized travel like biking and walking. For younger students (kindergarten through 3rd grade), the training must cover basic pedestrian safety, including how to cross roads. For older students (4th through 8th grade), the training expands to include more detailed pedestrian safety, bicycle safety (covering traffic laws, gear, and techniques), and rules for electric-assisted bicycles, specifically noting that those under 16 cannot operate them. Nonpublic schools also have the option to provide this training. The bill sets specific deadlines for students to receive this training, depending on when they enroll in school and whether they have had it before, and allows for training to be provided before the school year begins or through online programs. Schools are also required to make reasonable accommodations for students who are English language learners or have disabilities. Finally, the Secretary of Transportation will be responsible for maintaining a collection of training materials that meet the requirements of this new law, which is intended to supplement existing transportation safety education.
