This concurrent resolution, passed by the Idaho Legislature, states that the legislature finds the national debt to be a significant danger and therefore applies to the U.S. Congress, under Article V of the Constitution, to call a convention of the states. This convention would be specifically limited to proposing an amendment to the U.S. Constitution that would require the federal government to balance its budget, meaning total spending cannot exceed total revenue in any fiscal year, unless there is a declared national emergency. Article V of the Constitution allows for amendments to be proposed either by Congress or by a convention called by Congress upon the application of two-thirds of the state legislatures, which is currently 34 states. The resolution also mandates that copies of this application be sent to various federal officials and the presiding officers of other state legislatures, seeking their cooperation, and clarifies that this application remains in effect until two-thirds of the states have made similar applications or until December 31, 2033, whichever comes first.
