This bill establishes protections for "working animals," defined as any animal used for a specific duty or function in commerce or service, including those involved in activities like hunting, entertainment, transportation, ranching, farming, and logging. It guarantees the right to use these animals for mutual benefit and welfare, preventing any county, municipality, state agency, or political subdivision from enacting or enforcing rules that are more restrictive than state law or that would terminate, ban, effectively ban, or create undue financial hardship on the on-the-job use of working animals or related enterprises. However, this protection does not apply to cockfighting or dogfighting, nor does it prevent the enforcement of zoning ordinances, animal care laws, or ordinances concerning public health or safety. The bill also declares an emergency and sets an effective date of July 1, 2026.
