This bill establishes protections for "working animals," which are defined as any animal used for specific duties or functions in commerce or service, including those involved in hunting, entertainment, transportation, education, exhibition, agritourism, ranching, farming, logging, or service. The bill guarantees the right to use these working animals for the mutual benefit of the animals and those they serve, preventing any local government or state agency from enacting rules that are more restrictive than state law or that effectively ban the on-the-job use of working animals or related businesses by creating excessive financial burdens. Importantly, this protection does not extend to cockfighting or dogfighting. The bill also declares an emergency and sets an effective date of July 1, 2026.
