This bill allows the Governor to use funds from the budget reserve trust fund, which is a state savings account, to ensure the continued operation of the Supplemental Nutrition Assistance Program (SNAP) if federal funding is temporarily interrupted, such as during a government shutdown. Any money used from this fund for SNAP must be repaid within 90 days once federal funding is restored, and the Governor must report the amount used, the programs it was allocated to, and the repayment plan to the Legislative Research Commission and the State Budget Director. If the Governor needs to use more than 5% of the total balance in the budget reserve trust fund for this purpose, they must get prior approval from the General Assembly, and this change is declared an emergency to take effect immediately.
