AI Summary
This bill amends the Animal Welfare Act to clarify definitions and establish new requirements for dog breeders. It specifies that a "dog dealer" does not include someone who sells dogs directly to the public at retail, and that such a retailer is not considered an "animal shelter." The bill defines "at retail to the public" as selling companion animals at a physical location that were acquired from breeders or brokers, not bred on-site. Furthermore, it mandates that dog breeders must provide primary enclosures for each dog that meet specific size and construction standards, including solid resting areas and safe flooring. Adult dogs must also have constant access to an exercise area at least twice the size of their primary enclosure to ensure their physical and social well-being. Finally, the bill grants the Illinois Department of Agriculture the authority to refuse, suspend, or revoke licenses for individuals operating without the required permits.
