This bill amends the Open Space Lands Acquisition and Development Act, which provides funding for open space projects, to require the Department of Natural Resources to prioritize projects that go beyond the minimum accessibility standards set by the federal Americans with Disabilities Act (ADA). Specifically, the Department must adopt rules to establish this priority within its grant application review process, favoring projects that incorporate "universal design elements." These elements are defined to include features like accessible surfacing routes, multiple wheelchair-accessible entry points and ramps, ground-level and elevated play components for diverse physical abilities, inclusive swings and seating, multi-sensory play features, and shaded areas for individuals with sensory sensitivities, along with any other accessibility-enhancing construction, materials, designs, products, or technologies outlined in administrative rules.
