AI Summary
This bill amends the Firearm Concealed Carry Act to allow nonresidents to carry concealed firearms in Illinois under certain conditions, establishing reciprocity with other states. Specifically, a nonresident who is at least 21 years old and a legal resident of the United States can carry a concealed firearm if they possess a valid license or permit from another state that Illinois State Police recognize. The Illinois State Police will recognize permits from states with training requirements similar to Illinois' or from any bordering state with which Illinois has a reciprocal agreement, and the bill mandates Illinois to enter into such agreements with Iowa, Missouri, Wisconsin, Indiana, or Kentucky if they recognize Illinois concealed carry licenses. Nonresidents carrying under this provision are subject to the same laws and restrictions as Illinois license holders, and if a nonresident who is legally carrying in Illinois establishes residency in the state, their out-of-state permit remains valid for 90 days, during which time they can establish residency by registering to vote, getting an Illinois driver's license or ID card, or filing for a homestead tax exemption.
