For students transferring between schools, the bill mandates that the transferring local educational agency, which includes school districts and county offices of education, must issue an official transcript within 20 school days, and clarifies that partial credits for a single course cannot exceed the total credits for that course. This ensures that credits earned in juvenile court schools or other educational settings are properly recognized and transferred, preventing students from losing academic progress due to their mobility or involvement with the justice system.
