This form will collect crucial medical and legal information, including allergies, current conditions, medications, and attorney contact details, and will also identify minors and provide guardianship information if needed. Flight crews must distribute and collect these forms from detained individuals, and aeronautical service providers, such as Fixed Base Operators (FBOs) or Aviation Service Companies that provide services like fueling or maintenance, must verify these forms are on board before servicing an aircraft. The bill also prohibits refueling an aircraft if any individual on board is in restraint, and if a restrained individual must be removed for refueling, they must be placed in a climate-controlled area with access to restrooms and water. Furthermore, the bill mandates that airlines transporting detained individuals must provide proof of a valid warrant, court order, or extradition authorization before entering into contracts, and the Administration cannot contract with FBOs or Aviation Service Companies servicing airlines with detained individuals at Baltimore-Washington International Thurgood Marshall Airport unless similar proof is provided.
