This bill expands the jurisdiction of the Health Services Cost Review Commission, which is an agency responsible for overseeing hospital costs and rates in Maryland, to include not only hospital services but also costs associated with employing or contracting with physicians or other professional providers when the facility doesn't receive offsetting revenue for these services. The Commission, in its role of evaluating a facility's financial resources and reviewing costs and rates, will now be required to consider all expenses incurred by a health facility in its operation, including these physician and professional provider costs. This change aims to ensure a more comprehensive review of a facility's financial health and the reasonableness of its rates.
