This bill requires the Department of the Environment to report to the General Assembly on changes in federal policy concerning greenhouse gas emissions, which are gases that trap heat in the atmosphere and contribute to climate change. These reports must begin by July 1, 2026, and then occur every six months thereafter. The Department must specifically report on any federal policy changes that have been confirmed as legally valid by a final federal court decision, including changes that reverse findings that vehicle emissions cause pollution, or that eliminate emissions standards for vehicles or stationary sources like factories. If such a federal policy change occurs, the Department must also detail the steps Maryland is taking to address it. The initial report will cover changes since January 1, 2024, and subsequent reports will cover the preceding six-month period. This law will be in effect for three years, expiring on May 31, 2029.
