This bill prohibits any person from operating an immigration detention facility, which is defined as any building or structure used to house or detain individuals for federal civil immigration violations, at a location that was not originally designed and constructed for that specific purpose. The bill also includes provisions that prevent state and local governments, as well as their agencies and officials, from entering into new agreements or renewing existing ones for immigration detention facilities operated by private entities, and requires the termination of current agreements by October 1, 2022, while also imposing strict public notice and comment requirements for any zoning variances or permits related to the construction or reuse of buildings for such facilities by private entities.
