This bill expands existing requirements for research facilities to also apply to testing facilities, which are defined as entities using animals for testing chemicals, ingredients, drugs, vaccines, products, or product formulations. Specifically, both research and testing facilities that use live animals for research, education, or testing must now take reasonable steps to find adoptive homes for dogs and cats no longer needed for scientific purposes, either through a private placement process or by working with approved animal rescue organizations. Furthermore, these facilities must annually report to the Department of Agriculture by January 31st on the number of dogs and cats they own and use, and how many were released to animal rescue organizations. Additionally, schools or institutions of higher education using animals for similar purposes must report the results of any inspections by federal agencies, including any violations found, to the General Assembly by December 31st each year. The bill also establishes penalties for violations, with fines of up to $1,000 for a first offense and up to $5,000 for subsequent offenses, and allows the Department to adopt regulations to ensure the humane treatment of animals used in these facilities.
