This bill amends Title 75 of the Pennsylvania Consolidated Statutes to prohibit law enforcement agencies from selling, sharing, or transferring information gathered by automated license plate reader systems, which are defined as systems that convert images of license plates and vehicles into computer-readable data for law enforcement and public safety purposes (excluding systems solely for traffic violations or tolling). This prohibition applies when the information is intended for investigating or enforcing laws that deny or interfere with a person's right to obtain medically accurate, medically appropriate, or evidence-based medical services, with "evidence-based" meaning decisions are based on current best research, "medically accurate" meaning verified by peer-reviewed research or recognized by leading medical organizations, and "medically appropriate" meaning consistent with legal, health, and professional standards, patient circumstances, and wishes. Before sharing such information with any government agency, law enforcement must obtain a written declaration affirming that the data will not be used in violation of these restrictions, and the information itself must be kept confidential to the fullest extent permitted by law.
