This bill, known as the Affordable Housing Land Acquisition Act, requires the Department of Corrections to notify the county where a State correctional institution is located if its land is offered for sale. The county then has the option to receive 2% of the total acreage for free, specifically for the purpose of building and leasing affordable housing. To accept this land, the county must pass a resolution within 60 days, stating its acceptance and providing a detailed plan for developing the land, including the number of affordable housing units. If the county accepts, it must begin permitting construction within five years and have units available for lease within ten years of the deed recording; otherwise, the land will revert to the Commonwealth. If the county rejects the offer, the land also reverts to the Commonwealth. This act applies to the sale of land where a State correctional institution is located on or after the bill's effective date, which is 60 days after enactment.
