This bill, titled the Provenance Data Requirements Act, mandates that providers of generative artificial intelligence (AI) tools, which are systems designed to create new content like text, images, or audio, must attach "provenance data" to any wholly synthetic content they generate. Provenance data is essentially information about the content's origin and any modifications it has undergone, specifically indicating if it's synthetic and which AI tool created it, in a format that's hard to remove and easy to read. Generative AI tool providers must also offer tools for users to add this provenance data to content that has been significantly altered with AI, and make a tool available to the public to view this data. Furthermore, large online platforms, defined as those with at least one million monthly users, must keep any available provenance data and either provide it to consumers or clearly indicate that it's accessible. Finally, manufacturers of devices that capture content, such as cameras and phones, will be required to build in the capability for users to include provenance data in their captured media.
