This bill amends existing Idaho law regarding water skiing to create exceptions to the requirement of having an observer in the towing vessel. Previously, it was generally unlawful to tow a person on water skis or a similar device without an observer, with limited exceptions for water ski schools and authorized events. The new provisions allow for an exemption from the observer requirement if the vessel is operating within a permitted slalom course and is equipped with a specific type of wide-angle mirror, or if the vessel meets several other criteria including having a large, firmly mounted mirror allowing the operator to see the towed person, a stern platform for safe re-entry, a recessed propeller, and is operated during specific hours or seasons. Additionally, the towed person must remain in contact with the vessel via a tow rope and use water skis or a similar device, and the operator must be over 18 with a valid driver's license. The bill also makes technical corrections to the existing law and declares an emergency, meaning it will take effect immediately upon passage.
