This bill directs the Rhode Island Department of Environmental Management (DEM) to administer and manage the land and natural resources of the Big River Reservoir, transferring these responsibilities from the Water Resources Board. It also extends several tax credits and incentives, originally set to expire on December 31, 2026, to December 31, 2028, including those related to the Rebuild Rhode Island Tax Credit, Tax Increment Financing, Tax Stabilization Incentive, First Wave Closing Fund, I-195 Redevelopment Project Fund, Stay Invested in RI Wavemaker Fellowships, Main Street Rhode Island Streetscape Improvement Fund, and the Innovation Initiative. Additionally, the bill authorizes the creation of a state energy benchmarking and performance standards program for state-owned facilities and a voluntary energy benchmarking program for public buildings, and makes technical amendments to various chapters related to environmental management and water resources. This act will take effect upon its passage.
