This bill amends the Public School Code of 1949 to require the State Board of Education to include social media literacy education within its academic standards, covering topics such as the mental, psychological, and physical effects of social media and mobile device use on students, its impact on academic growth, how to use social media safely by identifying risks like cyberbullying and predatory behavior, and how to maintain personal security on mobile devices. The State Board may revise existing health and safety standards to implement these changes, and the Department of Education will develop and provide materials on social media literacy to schools and make related programming available for continuing professional education for educators. The bill defines "Department" as the Department of Education, "nonpublic school" as a nonprofit school where students can fulfill compulsory attendance requirements and that complies with civil rights laws, and "school entity" as various types of public and charter schools. Importantly, this bill does not override any provisions in collective bargaining agreements between school entities and employee organizations, and it will take effect 60 days after enactment.
