This bill allows for more flexibility in moving school personnel within a county school system to meet staffing needs. Specifically, if a teacher is dismissed due to a lack of need for their position, they can now be transferred to an unfilled vacant position based on their length of service with the county board of education, as an alternative to being placed on a preferred list for future hiring. These transfers would not take effect until the following school year and would not prevent the teacher from applying for other positions. Additionally, the bill permits the reassignment of school personnel after the second month of the school year under certain conditions, such as unexpected shifts in student enrollment, provided these transfers are not made for arbitrary, capricious, or retaliatory reasons. Teachers will also have the right to file a grievance if they believe these provisions have been violated.
