The bill also mandates that the publication must include a reference to where a copy of the proposed ordinance can be examined, including a publicly accessible website if available. Furthermore, it provides that a summary will be considered legally sufficient if it contains the required information and the ordinance is made available for examination at the time of publication. Importantly, these new requirements do not override the specific publication rules for ordinances related to land use planning under the Pennsylvania Municipalities Planning Code.
