This bill amends existing laws to create a new crime of promoting obscenity to minors and revises the definition of "disseminate" to broadly include providing or distributing material in any way, including electronically, unless by an internet service provider not responsible for the content's creation. It also expands the definition of "material" to encompass various forms of expression, including live performances depicting nudity or sexual conduct. The bill prohibits public school libraries and county libraries from curating materials that are "harmful to minors," which is defined as material depicting nudity, sexual conduct, sexual excitement, or sadomasochistic abuse, and establishes a process for challenging such materials, requiring libraries to move them to adult sections if found to be obscene or harmful, with exceptions for parental permission. Furthermore, it removes an exemption from obscenity laws for employees of schools, colleges, universities, museums, or public libraries and repeals certain obsolete provisions, with the new law taking effect on July 1, 2026.
