This bill modifies the composition and operational procedures of the Board of Coal Mine Health and Safety. Specifically, it increases the number of voting members from six to seven by adding the Director of the Office of Miners’ Health, Safety and Training as a voting member, whereas previously this role was ex officio and nonvoting. The bill also adjusts the quorum requirement, stating that a quorum consists of four members, including at least two representing operators and two representing miners, and that the board can officially act and vote by a majority of those present, with the exception that a vote cannot be taken unless all six voting members are present. Additionally, the bill changes the meeting frequency from monthly to quarterly, or more often as needed, and allows for meetings to be recessed to another day without further notice if a majority of the quorum agrees.
