This bill mandates that health insurance plans, including those offered by nonprofit hospital and medical service corporations and health maintenance organizations, must cover services provided by licensed certified professional midwives (CPMs), who are trained professionals certified by the North American Registry of Midwives (NARM) and licensed to practice midwifery, effective January 1, 2027. These services must be covered if they fall within the CPM's scope of practice as defined by standards from the Midwives Alliance of North America (MANA) and are currently reimbursed when provided by other healthcare professionals, with insurers prohibited from requiring supervision or referral by another provider unless it's a standard requirement for all healthcare providers. Insurers will be required to report annual utilization and cost data for CPM services to the health insurance commissioner, though certain limited benefit policies, such as those for hospital confinement indemnity, disability income, accident only, long-term care, Medicare supplement, specified disease indemnity, or other limited benefit plans, are exempt from these coverage requirements.
