Bill Summary

AN ACT to amend the general municipal law, in relation to the preservation of regionally significant projects

AI Summary

This bill amends the general municipal law to expand the definition of projects that are exempt from certain restrictions when an agency draws on funds for new building projects. Specifically, it replaces the term "tourism destination" with "regionally significant project" and broadens the criteria for what qualifies. A "regionally significant project" is now defined as a location or facility where an agency board, after an independent analysis showing community benefits outweigh costs, determines it will attract significant visitors from outside its economic development region and preserve or increase private sector jobs. Furthermore, before an agency can provide financial assistance for such a project, the chief executive of the local city, town, or village must confirm the agency's proposed action.
