Bill Summary

This act would permit the implementation of a system of electronic registration and titling of motor vehicles, by the DMV and would require that rules and regulations to implement the provisions of this chapter, would be promulgated by the administrator of the division of motor vehicles. Section 1 of this act would take effect on July 1, 2027. Section 2 of this act would take effect upon the implementation of chapter 3.4 of title 31 by the division of motor vehicles.

AI Summary

This bill allows the Division of Motor Vehicles (DMV) to create an electronic system for registering and titling vehicles, meaning vehicle titles and registrations can be handled entirely online, including the electronic submission of liens (loans on vehicles) and their satisfaction by financial institutions. This electronic system will be mandatory for most business entities, though some exemptions apply, and will allow for secure digital vehicle titles that are recognized across all U.S. states, with fees potentially being charged for using these electronic services. The administrator of the DMV is tasked with creating the necessary rules and regulations for this new system, and while the electronic registration and titling provisions will be effective starting July 1, 2027, the changes related to odometer tampering and vehicle transfers will take effect once the electronic system is fully implemented.
