This bill requires the Pennsylvania Department of Transportation (PennDOT) to check for open safety recalls on vehicles before issuing or renewing their registration. An "open safety recall" refers to a manufacturer's required notification about a defect or noncompliance that could affect safety, as defined by federal law. If a vehicle has an open safety recall, PennDOT will include a notice with the registration or renewal application, providing information on how to get details about the recall, including a website address for the National Highway Traffic Safety Administration (NHTSA), and stating that repairs may be free of charge. Additionally, PennDOT will send informational inserts about open safety recalls with driver's license and vehicle registration renewal notices, display this information on its online registration portal, and conduct public awareness campaigns at least twice a year to inform vehicle owners about the importance of addressing these recalls.
