This bill provides additional exemptions for school districts that are unable to meet the requirements for zero-emission school buses, which are buses that do not produce tailpipe emissions. Specifically, if a school district has already received two extensions to comply with these requirements due to issues with the availability of zero-emission buses or the necessary supporting infrastructure, and they still cannot meet the standards, they will not face any penalties, sanctions, loss of funding, or other negative consequences. This protection applies as long as the school district can prove to the commissioner, the state's chief education official, that they have genuinely tried to comply but are hindered by factors like insufficient supply of these buses, manufacturing or delivery delays, or problems with the supply chain for essential parts.
