This bill, the Digital Literacy and Equity Act of 2026, establishes a Digital Literacy and Equity Commission to study and report on the state of digital literacy and information literacy in the United States, defining digital literacy as the ability to use technology to find, evaluate, create, and communicate information, and information literacy as the ability to recognize, locate, evaluate, and use information effectively. The Commission, composed of representatives from various federal agencies like the Department of Commerce, Federal Communications Commission, and Department of Education, along with appointed members with relevant expertise, will examine existing federal, state, and local programs, analyze digital literacy in low-income and disadvantaged areas (defined as communities with a median household income below 80% of the state's median), and study international programs. Within two years of its formation, the Commission must submit a report to Congress detailing its findings, recommending strategies to improve and maintain digital literacy, particularly for underserved populations, and proposing a plan for federal agencies to measure digital literacy and coordinate efforts to enhance digital literacy services.
