This bill requires each state government agency that issues permits for housing construction to create procedures to speed up the permitting process for housing projects, which are defined as new construction or major renovations of residential real estate. These streamlined processes should allow for permits to be filed and approved at the same time when possible, or in a predictable order if not, and should include ways to quickly review permits with clear paths for escalation and prioritization. The State Housing Ombudsman, an individual designated by the Department of Housing and Community Development to help navigate permitting processes, will work to ensure these new procedures are consistent across different state agencies. Additionally, state agencies can agree to let local governments handle some tasks related to reviewing or approving housing construction permits within their areas. The bill also mandates that the State Housing Ombudsman report on the progress of these streamlined processes by December 1, 2027, and the act will take effect on October 1, 2026.
